All four quarterbacks in the NFC East last year started all 16 games: Eli Manning, Kirk Cousins and (surprisingly) rookies Dak Prescott and Carson Wentz. Since the league went to 32 teams in 2002, what is the only other division that has had four quarterbacks each start for the entire season? For said division, three of quarterbacks are still starting (while the fourth is no longer in the league).
